You selected the issue: My Steam Controller won't pair

If your Steam Controller is having connection issues, make sure that you try to connect via USB too. If wired works but wireless doesn't, you may need to replace your USB wireless dongle.

Troubleshooting:
Remove batteries and connect with micro-USB cable
Remove the batteries and plug the Steam Controller into your computer's USB 2.0 port using the micro-USB cable.
If one USB port doesn't work, try a different one.
Re-pair to wireless USB dongle
  1. Turn off your Steam Controller
  2. Launch Steam in Big Picture Mode
  3. Plug in your wireless USB dongle
  4. Select the settings icon in the top-right
  5. Under 'Controller', select 'Controller settings'
  6. Select 'Add a Steam Controller'
  7. Follow the on-screen instructions to complete pairing
