You selected the issue: Problems using multiple controllers

The Steam controller uses XInput to send commands to your computer. When you're using multiple controllers, some games may try to prioritize some over others depending on their input style, DirectInput or XInput.

Please note:
Windows restricts XInput devices to a four device maximum. When using more than four Steam controllers at once, four can be configured as gamepads and additional controllers as Keyboard/Mouse input. The Steam controller does not emulate DirectInput at this time.

For games that do not support XInput, you may run into issues when using multiple controllers as Keyboard/Mouse inputs.

Troubleshooting:
Disable conflicting programs
Some third-party programs have been found to conflict with Steam Controller functionality. Try disabling these programs and restarting your computer.
  • Razer Synapse
  • XInput emulators
  • Screen capture software (Fraps, etc.)
  • Skype, Skypehost
  • MSI Afterburner
  • ASUS AI Suite
  • ZoneAlarm
